Governor Andrew Cuomo heads to Puerto Rico on this Labor Day.

Governor Cuomo says the current situation in Puerto Rico is unsustainable, speaking to its ongoing healthcare crisis and economic challenges.

New York, and mainly New York City, is home to the largest Puerto Rican population in the world outside of Puerto Rico.

Since Puerto Rico is not a state, it cannot declare bankruptcy, as the city of Detroit, Michigan did in 2013.

The governor is expected to travel to Puerto Rico Monday afternoon after marching in the West Indian Day Parade in Brooklyn.

The governor said he hopes the New York congressional delegation, working in concert with other supportive state delegations, could persuade Congress to act. Both sides will discuss what can be done to help Puerto Rico and its 3.5 million people dig out of an enormous $72-billion debt.

New York, for example, receives 50 percent reimbursement from the federal government because it is considered a relatively wealthy state.

“I think Congress should give them the bankruptcy protection so they can make the changes that they need to make”, Cuomo said.
